Summary of Strengthening Citizen's Participation
in Improving Local Governance Project

Overall objective: ................... Facilitate ensuring effective citizen participation in local governance towards pro-poor and inclusive development planning, implementation, monitoring and evaluation.
Specific objectives: ....................
(1) To make the local government functional and effective through activating its committees with participation of community people;
(2) To establish and strengthen Citizen Rights Groups (CRGs) with the knowledge, skills and abilities for effective participation in decision making process, networking with other CRGs and NGOs moving towards a national advocacy for improved governance
Target group(s) ....................
Upazila Level: elected representatives;
Union Level: elected representatives and officials in 34 Unions; community representatives of Law and Order Committees; community representative of Women and Children abuse protection committee; community representatives of Vulnerable Group Development Project Implementation Committee; members of Citizens’ Right Group (CRG) with participation of 18 members with equal representations of men and women
Final beneficiaries ....................
Estimated number of direct final beneficiaries: 37,944 community people (Arbitration 4x36monthsx34Unions =4896 + Women and children cases 2x36x34=2448 + VGD 300x3yearsx34=30600) and 1649 representatives of Union Parisad and CBOs
Estimated indirect final beneficiaries: another 280,000 individuals from local surrounding communities/villages as catchments (expectedly at least 40% the total population of 700,000 in the targeted 34 Unions will enjoy the benefit if better governance and service provision ensured). Estimated results (1)“Arbitration Council”, “Law and Order Committee”, “Women and Children Abuse Protection Committee” and “VGD Project Implementation Committee” all 4 council and committees are functioning more effectively in selected areas; (2) CRGs and LA (Community Rights Groups Local Authority/Local Government Institutions) have collaborative participation in development planning, process, implementation as well as monitoring and evaluation - improved local governance by changing bureaucratic mindset and norms of culture of non participatory and non-accountability are shifting; (3) Local development plans formulated are responsive to the needs expressed by the communities and local budgets are allocated responding to community needs (peoples’ participation has been reflected and recognized)
Main activities ..................
(A) Capacity Building trainings of Local authorities, committee members on participatory planning, budgeting, implementation, monitoring and on governance; (B) Mass awareness raising and institution building of local people on their rights and service entitlements; (C)Sensitisation and Involvement of service providers vide the representatives/officials from Upazila and District administration, law enforcement authority etc; (D) Formation and strengthening Citizen’s Rights Groups (CRGs) who will represent the non-state actors consisting of 612 members from 34 Unions with equal representations of men and women; (E) Network building for responsive service delivery: On-site technical assistance, consultation and facilitation to enable CBOs and local government to implement their identified projects through co-production and cost-sharing; (F)Information Dissemination, Promotion and Publication: Documentation, case studies, development and publication of modules on participatory local planning, advocacy on national laws, and national conferences for learning exchanges and altogether promoting good governance.
